PUBLIC NOTICE No. 46/2024-25
Jawaharlal Nehru Custom House has been a torch bearer in the country for trade facilitation and in procedural reforms for export and import clearances. In order to identify specific bottlenecks during the processes of assessment, examination and other areas of Customs clearance of goods, a 3 weeks long Mid-year Special Drive (MSD) will be undertaken from May 27, 2024 (Monday) to June 16, 2024 (Sunday) at JNCH, Nhava Sheva.
 
2. This endeavor is aimed at addressing the issues faced by Exporters, Importers and Customs Brokers and also to remove the bottlenecks for improving Logistics efficiency of our port. All Stakeholders, including PGAs, Importers, Exporters, Customs Brokers, Shipping Lines, Custodians, Freight Forwarders, etc., engaged in the process of clearance of cargo are requested to contribute this Mid-year Special Drlve (MSD) being undertaken by JNCH.
 
Export: Both Additional Commissioners, NS-II Commissionerate will closely monitor the assessment and examination processes under their respective charges and identify the reasons for delay commonly encountered, for various types of goods. They will monitor the grant of Let Export Order (LEO), through a daily report in the format attached as Annexure-A. They will also maintain close liaison with PGAs and overall attempt during the Mid-year Special Drive (MSD) will be to minimize the volume of shut out cargo.
 
Import: As this is a port specific initiative, officers of JNCH of the level of Additional / Joint Commissioners who are in-charge of Appraising Groups will be coordinating with the officers of other FAGs in case of any delay in assessment. The Bills of Entry which remain unattended in any FAG for 24 hours due to any reason will be flagged to the Commissioner in-charge of that FAG, by the concerned Commissioner of JNCH, Nhava Sheva. Time of 11 AM will be considered for considering the cut off time of 24 hours for this purpose.
 
3. The Additional Commissioner in-charge of RMS FC will monitor the processing of facilitated Bills of Entry, including need based deployment of additional Officers at RMS FC in case of pendency on any day. In coordination with the EDI Section, it will also be ensured that the JNCH website displays updated position of consignments of AEO and non AEO importers cleared by RMS FC. Similarly, the Additional / Joint Commissioners who are in-charge of Docks will be monitoring the process of examination and grant of Out of Charge (OOC), through a  daily report in the format attached as Annexure-B.
 
The  Additional  Commissioner in-charge of CRCL,  JNCH  will  monitor  the progress of collection, receipt, testing and uploading of reports of  samples on ICES, on daily basis. Further, list of all the Bills of Entry which remain pending due to non-receipt of NOC of the respective PGA, will be shared by the DC, EDI with the concerned PGA, on daily basis.
 
4. During this Mid-year Special Drive (MSD), after studying the common impediments to smooth clearance of cargo, attempts will be made to formulate an institutional mechanism for monitoring the Customs clearance process in the Faceless assessment environment, in close coordination with PGAs and other stakeholders of Exim trade. Also, during this Mid-year Special Drive (MSD), all the available tools in ICES and ADVAIT will be utilized and any specific unmet need for MIS will be identified for sending a requisition to the Directorate General of Systems for development of such tool in ICES or ADVAIT.
 
5. This Public Notice should be considered as Standing Order for the concerned officers and staff of this Customs House.
 
6. Difficulties faced (if any) may be brought immediately to the notice of Addl. Commissioner of Customs, Appraising Main (Import), JNCH through email at appraisingmain.jnch gov.in.
 
7. All the stakeholders including the trade and concerned associations are requested to take note of above for necessary action and proactively participate in Mid-year Spcial Drive (MSD).
